Keeper league settings

Is it possible to setup a league that owner s can select up to 4 keepers. If the select zero hey draft in round 1, if they select 1 they start the draft in round 2, if they select 2 they start the draft in round 3, if they select 3 they start the draft in round 4 and if they select 4 they start the draft in round 5?

Yes, this is doable.

There is no rule in the game that requires a manager to select keepers in a keeper league.

The commish just needs to set up the keeper picks to be at the front of the draft.
