This sounds like a phishing email designed to collect your account information.  If Yahoo sends you an email it will address you by your real name, never as Dear User, Dear Yahoo Account Holder, or Dear Yahoo Mail User.  Yahoo sends emails from a cc.yahoo-inc.com address only.  Yahoo will never send you an email asking that you change, update, or verify your account information by clicking on a link in the email.

This article below shows how to report these emails as a Phishing scam.  Look under the topic "Mark emails as Spam" for more information.

While it is true that Yahoo does deactivate accounts that have not been logged into from the Yahoo website in the last 12 months, the solution is very simple.  For any Yahoo account you want to keep active just log into this account from the Yahoo website at the first of every month.  This would also be a good time to verify that your account recovery information is accurate.  If you have changed phone numbers or email accounts be sure to enter that new information as shown in the article below.

Please note that the classic version of Yahoo Mail will no longer be available after January 30, 2019. At that time, you'll be upgraded to the latest version of Yahoo Mail or basic Mail, depending on your browser's compatibility.
